Parents must be at least 25 years old, married a minimum of two years. Single women may adopt. Unfortunately, in the areas where REEAA works, officials will not approve adoption by a single male. Generally, there must not be more than 44 years difference between the age of the child and one of the parents. Also, certain medical conditions may affect adoption eligibility, but each situation is judged independently.

Generally, Eastern European countries will not allow the placement of two unrelated children with one family at the same time. However, each case will be will be decided on its own merits. Siblings are placed together as required by the laws of the countries REEAA works with.

Clients who wish to adopt a second or subsequent time must wait at least 6 months after the completion of the previous adoption before applying to adopt again and must have fulfilled all legal requirements in connection with their previous adoption.

Clients who have children residing outside their home (as in the case of grown children or when the client is not the custodial parent) must make the child available for communication directly with REEAA personnel.

REEAA reserves the right to decline to work with any family or individual who does not meet the criteria established by the country where the child resides or is determined by REEAA to be incompatible for international adoption.

REEAA does not discriminate on the basis of age, race, color, creed, religion, national origin, sex or disability. The country where the child resides, however, may have specific limitations and requirements that ultimately determine the prospective parent eligibility.
